Rapid urban growth across several towns in Uttarakhand highlighted the urgent need for improved water supply, sewerage, sewage treatment, and solid waste management, especially in the Garhwal region and key cities such as Dehradun and Roorkee. The Uttarakhand Urban Sector Development Investment Programme was launched to upgrade existing systems, expand treatment capacity, and improve service reliability. The programme’s scope included the modernisation of water treatment facilities, expansion of distribution networks, and development of advanced sewage treatment plants. Centralised monitoring systems were introduced to improve operational control and reduce losses, supporting the region’s goal of achieving sustainable, high-quality urban services.
TCE's Story
Tata Consulting Engineers provided comprehensive master planning, engineering design, procurement support, and institutional strengthening for the programme. The team led the technical design and implementation of modern water treatment plants, upgraded sewer networks, and developed advanced sewage treatment facilities using Sequencing Batch Reactor (SBR) and Biological Nutrient Removal (BNR) technologies. Centralised SCADA-based district metered areas were established to help reduce non-revenue water and support the goal of 24x7 water supply. TCE also managed the upgradation of existing water treatment plants to enhance both quality and reliability. Beyond engineering, TCE delivered capacity building and awareness programmes to help municipal agencies adopt better operational practices and strengthen long-term governance, ensuring the sustainability of improvements.
Impact
The programme has delivered improved water quality, expanded sanitation coverage, and healthier living conditions across participating towns in Uttarakhand. The introduction of advanced treatment technologies and centralised monitoring has reduced water losses and improved operational efficiency. Capacity building initiatives have empowered local agencies to maintain and manage upgraded infrastructure, supporting long-term urban growth and environmental stewardship in the region.
