The Bharat Small Reactor (BSR) programme forms part of India’s effort to expand nuclear capacity through smaller, standardised reactor units designed for industrial and captive applications. Built on the IPHWR 2x220 MWe platform, the programme enables entry of private sector participants for captive use across sectors such as metals, chemicals, and advanced manufacturing, while NPCIL remains responsible for operation and maintenance. A key starting point for these facilities is site selection, where engineering decisions shape feasibility, safety, and long-term performance. Identifying suitable locations requires evaluation of multiple interdependent factors, including geology, seismic profile, water availability, population distribution, and regulatory requirements.
TCE’s Scope
Tata Consulting Engineers provided technical support for site identification and evaluation for multiple industrial participants under the BSR programme. The scope covered desktop studies and preliminary site screening aligned with AERB siting criteria, supported by preparation of site selection summary reports. Detailed evaluation was carried out across geological and seismic conditions, water availability, and population considerations to establish site suitability. The scope also included economic analysis covering first-order CAPEX, OPEX, and LCOE, along with identification of key risks and development of mitigation approaches. In parallel, TCE supported supply chain assessments, including considerations related to fuel sourcing, to enable informed early-stage planning.
Impact
The engagement supported the identification of sites aligned with technical and regulatory requirements, providing a structured basis for decision-making at the early stages of the programme. By bringing engineering evaluation into site selection, the work enabled improved visibility of project parameters before design and execution stages. This approach helped reduce uncertainty in early planning, strengthened alignment with regulatory expectations, and created a foundation for industrial participation in nuclear power deployment. The outcome is a more informed starting point for projects that depend heavily on site conditions for long-term performance and reliability.
