The semiconductor OSAT facility is being developed at Jagiroad in Morigaon District, Assam, India, on a sprawling 592-acre site that previously housed the Nagaon Paper Mill. The location offers strategic advantages with excellent connectivity: it is approximately 50 km from Guwahati, 76 km from Lokpriya Gopinath Bordoloi International Airport, and has access to the Brahmaputra River for water transport. The site is well connected by national highways and rail networks, ensuring smooth logistics for equipment and materials. The project focuses on creating a state-of-the-art assembly and testing plant designed to meet global standards for advanced packaging and high-volume semiconductor production. Sustainability is a key driver, with the project aiming for green certifications and compliance with ESG principles. The facility will incorporate modern design practices such as BIM-based integrated 3D modelling to ensure seamless coordination across disciplines and efficient lifecycle management.

TCE's Scope

TCE’s role encompasses comprehensive engineering and project management services across all phases. This includes acting as Owner’s Engineer and providing Project Control Services (OEPC) to ensure governance and timely delivery. The scope covers concept and basic engineering, detailed engineering, and optimisation of tools and volumes to achieve operational efficiency. TCE is responsible for planning and scheduling, procurement and vendor management, and construction supervision. Advanced digital solutions such as integrated 3D models and BIM Level of Detail 300 are deployed for design accuracy. Additionally, TCE manages site safety and quality, oversees as-built documentation, and ensures compliance with LEED certification and ESG standards.
