The Selabam Hydropower Project Extension is a 1 x 3 MW run of river installation located on the SeDone river, approximately 32 km north of Pakse in southern Lao PDR. The project was developed to augment an existing hydropower station that had been operating since 1970 with an installed capacity of 3 x 680 kW.

The SeDone river originates in the southeastern highlands of Saravane province and flows towards the Mekong river at Pakse. The extension involved construction of an independent water conductor system and a new powerhouse to harness the available head at the river falls near Selabam. Both the existing and new power stations operate as run of river schemes, utilising the natural head available at the site.

Hydraulic scale model studies were carried out to address intake hydraulics, sediment control, flow regime improvements and tailrace water level fluctuations. To optimise the scheme within committed funding, the installed capacity was finalised at 3 MW. Cost effective construction methods such as reinforced concrete penstocks and use of gabions for hydraulic structures were adopted. The project was successfully commissioned in January 1994.

TCE’s scope

TCE was responsible for feasibility and detailed engineering services for the project. The scope included collection of hydrological and meteorological data, site investigations covering topographical and geotechnical studies, and physical hydraulic model studies.

TCE prepared the feasibility report, pre-qualification and bid documents, and supported discussions with funding agencies. Detailed engineering design was carried out for civil, hydro mechanical and electrical systems. The scope also included construction supervision, inspection and expediting, and support during commissioning and testing.

Impact

The Selabam Hydropower Project Extension strengthened electricity supply in southern Lao PDR through efficient utilisation of run of river hydropower. The project operates with a design discharge of 23.1 m³ per second and a net head ranging from 14.60 m to 16.95 m, with a design head of 15.60 m.

The station achieves an average annual generation of 26.47 million units and is equipped with a vertical axis Kaplan turbine operating at 333 rpm, coupled with a synchronous generator rated at 6.6 kV. The project demonstrated the application of optimised design and construction techniques for small hydropower development in challenging hydraulic conditions.
