This project integrated provincial electricity networks through development of substations, rural substations, transmission and distribution lines, and household connections. The works included one new 115 kV substation and one new 22 kV substation, along with extension of two 22 kV substations. The project also included 297 village substations rated 22 kV/400 V.

Network expansion included three kilometres of 115 kV line for interconnection with Thailand, 853 kilometres of 22 kV lines, and 964 kilometres of 400 V lines. The scope also included house wiring and service connections for 14,504 households. Inspection and testing of equipment was undertaken at vendor works in China. TCE completed its scope in 1994.

TCE's Scope

TCE’s scope covered basic and detailed design engineering and end to end procurement support, including preparation of bid documents, bid evaluation, purchase recommendations, contract negotiations, review of vendor drawings, and inspection and testing of equipment. The work ensured technical alignment across transmission, distribution and rural electrification packages.

Impact

The project expanded grid reach and strengthened provincial integration by adding high voltage and medium voltage substations, extending distribution infrastructure and enabling household electrification at scale. It supported cross border interconnection readiness through the 115 kV link component and delivered widespread network expansion across multiple provinces.
