Tata Consulting Engineers recommended enhancements to record keeping, establishment of dedicated leakage detection accounts and provision of permanent bypass metres. Organisational restructuring, training and improved mobility for field teams were advised. An empirical formula was developed to determine optimal testing frequency which led to a recommended three year cycle for zone assessments and many recommendations were implemented.
