Kathmandu, Lalitpur and Pokhara faced water losses, unreliable supply and sustainability concerns due to ageing infrastructure and limited resources as rapid urban growth continued. The programme aimed to detect and control leaks and to improve water availability and service quality. Representative areas were selected based on pressure, consumer satisfaction and source characteristics.

In Kathmandu and Lalitpur the methods were tailored for intermittent supply systems, whereas in Pokhara district waste meters and data loggers were installed to pinpoint leakage prone zones, and electronic equipment was used to identify and map leak points.

TCE's Scope

Tata Consulting Engineers designed and implemented the leak detection programme, supervised repairs through local contractors and retested the network to confirm effectiveness. The team prepared inception, methodology, financial and institutional analyses, managed procurement of equipment, computers, vehicles and repair materials and oversaw tendering and evaluation for civil works and material contracts. Benchmarks for permissible leakage were established to provide practical standards for ongoing management.

Impact

The programme reduced unaccounted for water, improved supply quality and quantity and strengthened the financial health of the water utility while building capacity for ongoing leakage control.
