This project marked the commissioning of India’s first integrated bioethanol refinery in Odisha. The facility combines first-generation and second-generation technologies to produce ethanol from broken rice grains and agricultural residues such as paddy and wheat straw. With a capacity of 100 kilolitres per day, the plant supports the Ethanol Blended Petrol programme and promotes the use of renewable fuel to reduce carbon emissions and address environmental concerns.

TCE's Scope

Tata Consulting Engineers acted as the Owner’s Engineer and Project Consultant, delivering end-to-end engineering and project management services. The scope included conceptual and detailed design, procurement support, construction-phase assistance, and commissioning. TCE provided integrated engineering across civil, mechanical, electrical, instrumentation, and process disciplines, ensuring seamless coordination between process licensors and equipment suppliers.

Impact

The project is a milestone in India’s bioenergy journey, enabling ethanol production from both food-grade and agricultural waste feedstocks within a single facility. TCE’s work ensured efficient feedstock utilisation, reduced carbon footprint, and improved operational flexibility through modular design. The refinery supports environmental goals by cutting greenhouse gas emissions, creates economic opportunities for farmers, and promotes rural employment. This achievement demonstrates TCE’s ability to deliver complex, first-of-its-kind projects that combine innovation, sustainability, and social value.
