This programme was implemented as part of a humanitarian rehabilitation initiative for the electricity sector under the Oil for Food scheme. The work focused on restoring and improving severely damaged or degraded electrical systems in the Erbil Governorate. The programme was executed in multiple phases, with each phase structured around a 6-month oil revenue cycle.

The assignment required systematic identification of priority needs across electrical infrastructure and coordination of procurement and field implementation. The work covered equipment replacement planning, procurement support, execution management and final handover to the local electricity authority.

TCE's Scope

TCE’s role included identification of equipment that was damaged or required replacement, prioritisation aligned to available sector allocation, and preparation of technical specifications to support procurement. Offer reviews were undertaken to assess suitability, followed by receipt of material and stores management. Work planning, execution management and coordination across agencies and local authorities were also part of the scope, including planning, execution and handover of rehabilitation works.

Impact

The programme enabled structured rehabilitation of critical electricity infrastructure in a conflict impacted region by aligning technical priorities with phased funding cycles. It strengthened coordination between field implementation, procurement and local stakeholders, supporting faster restoration and stabilisation of essential electricity services in the governorate.
