A state of the art copper smelter and refinery complex developed in West Sumbawa, Indonesia, to support in-country mineral value addition and strengthen the copper processing value chain. Designed to process 900,000 tonnes per annum of copper concentrate, the facility incorporates advanced flash smelting and flash converting technologies to produce refined copper and precious metals with high operational efficiency and environmental performance.

The integrated complex is designed to produce annually:

• 222,000 tonnes of Grade A Copper Cathodes

• 18 tonnes of Gold Bullion

• 55 tonnes of Silver Bullion

• 830,000 tonnes of Sulphuric Acid

• 77 tonnes of Selenium

The project includes smelting, refining, precious metal recovery, sulphuric acid production, utilities, logistics and export infrastructure, creating a fully integrated metals processing facility.

TCE's Scope

Tata Consulting Engineers provided Owner's Engineering and Project Consultancy (OEPC) services for the development of the integrated copper smelter and refinery complex.

TCE's services covered:

• Engineering review and design assurance

• Procurement support and vendor coordination

• Project management and construction monitoring

• Quality assurance and quality control oversight

• Interface and stakeholder management

• Health, safety and environmental oversight

• Commissioning advisory and operational readiness support

As part of the assignment, TCE reviewed and coordinated approximately 32,000 engineering drawings, technical documents and 3D model deliverables, ensuring technical integrity, effective interface management and adherence to international quality standards throughout project execution.

Impact

The project has established one of the world's most advanced integrated copper smelting and refining facilities, supporting domestic value addition and the production of refined copper and precious metals.

Key outcomes include:

• Processing capacity of 900 KTPA copper concentrate

• Production of internationally compliant copper cathodes, gold and silver bullion

• Integrated sulphuric acid production supporting resource efficiency

• Adoption of advanced double-flash technology for improved energy performance and reduced emissions

• Achievement of over 27 million safe man-hours during execution

• Implementation of advanced automation, environmental monitoring and safety systems

Through its OEPC services, TCE supported the successful delivery of a strategically important metals processing complex, helping ensure quality, safety, operational readiness and reliable project execution.
