This project involves a 1000 MW ground mounted solar development located in the Great Rann of Kutch. The site includes large photovoltaic arrays supported by pooling substations at 400 kV and 33 kV. Planned in phases, the project aims to harness the region’s strong solar irradiation to supply clean power at grid scale.

TCE’s Scope

TCE delivered a comprehensive set of procurement and engineering services for a 600 MW phase within the project. This included preparation of the procurement strategy, development of balance of system tender documents, drafting of general conditions of contract and defining prequalification criteria. The team also prepared module tender specifications along with related commercial conditions, coordinated expressions of interest, and conducted bid meetings. Engineering support included design review, compliance checks and optimisation input for bi facial modules and tracker systems which were being adopted at large scale in India for the first time. TCE also provided inspection support, testing oversight and review of as built documentation.

Impact

Through structured procurement, detailed qualification frameworks and robust engineering support, TCE helped strengthen supplier quality, improve contracting efficiency and reduce technical risk. The team’s evaluation work enabled the project to confidently adopt newer module and tracker technologies, improving performance potential and long term value.
