The New Parliament Building

When India set out to build a new Parliament building, the goal was clear: create a modern, sustainable and technologically advanced space that honours the nation’s heritage. The project required precision and integrated solutions to meet high standards of efficiency and sustainability. Tata Consulting Engineers contributed its expertise as a trusted partner, delivering engineering solutions that supported timely execution and world-class quality. The result is a landmark that combines innovation with tradition, setting a benchmark for future infrastructure projects.

The Context: Central Vista and a New Era of Governance

The New Parliament Building is the centrepiece of the Central Vista Redevelopment Project, which aims to modernise the administrative heart of India. The old Parliament building had served the country for nearly a century, but was no longer adequate for the growing needs of governance.

The new building was designed to accommodate 888 seats in the Lok Sabha and 384 in the Rajya Sabha, integrate advanced technology, and meet global sustainability standards. It had to be delivered within strict timelines and with uncompromising quality. This was not just construction. It was the creation of a national icon.

TCE’s Role and Scope in the Transformation of Central Vista

The transformation of Central Vista was one of the most ambitious infrastructure projects in independent India. At the heart of this effort was the New Parliament Building, a symbol of democratic strength and modern governance.

Tata Consulting Engineers served as the Services Consultant for Building Engineering and External Infrastructure services. This responsibility placed TCE at the centre of the project’s technical backbone, ensuring that every system was designed for efficiency, safety and sustainability.

TCE was not only designing systems but also creating an integrated environment in which technology, safety, and sustainability worked together seamlessly. The scope of work was extensive and critical. It included:

  • Engineering Consultancy for Infrastructure Master Plan
  • Detailed Engineering of External Infrastructure with sustainable planning
  • Mechanical - HVAC, Plumbing, and Fire Fighting systems for buildings
  • Integrated Building Management System (IBMS)
  • Security and Surveillance systems

Digital Engineering: Building Virtually Before Reality

TCE adopted Building Information Modelling (BIM) at Level of Detail 350, creating a complete digital model of the Parliament before construction began. This approach reduced errors, saved time and improved coordination among architects, contractors and government agencies. Every pipe, cable and duct was modelled in Revit, which allowed:

  • Identification of clashes before they occur
  • Prepared Good for Construction drawings

Value Engineering: Creating Efficiency and Sustainability

TCE applied value engineering principles to optimise design and reduce cost without compromising quality. Key achievements include:

  • Energy-efficient HVAC systems that lowered operational costs
  • Advanced Security system with seamless access based on functionality

Challenges: Turning Obstacles into Opportunities

The project faced several challenges.

  • Tight timelines meant every day counted. TCE used parallel workflows and digital approvals to keep the project on track.
  • Complex coordination was required among multiple stakeholders. TCE worked on collaborative platforms for real-time communication and problem-solving.
  • Balancing sustainability and security demanded creative solutions. TCE integrated advanced fire safety systems and water recycling measures while meeting green building standards.

Impact: A Benchmark for Future Projects

The results were remarkable.

  • Operational efficiency improved through reduced rework and faster delivery.
  • Sustainability goals were achieved with energy-saving systems and water conservation measures.
  • National pride was reinforced as the building became a global benchmark for governance infrastructure.

TCE’s contribution went beyond engineering. It demonstrated how innovation and collaboration can deliver world-class outcomes under demanding conditions.

For TCE, the New Parliament Building was not just a project. It was a statement of capability and purpose. It showed that digital tools, value engineering and teamwork can transform challenges into achievements.

As India moves forward with more ambitious infrastructure projects, TCE stands ready to lead with knowledge, creativity and commitment to sustainability. The New Parliament Building is a symbol of democracy and progress, and TCE is proud to have played a key role in shaping it.
