The Batoka Gorge Hydro Electric Scheme is a transformative project aimed at harnessing the power of the Zambezi River to deliver clean and sustainable energy to Southern Africa. Positioned about 47 kilometres downstream of Victoria Falls, the scheme is a cross-border initiative that required exceptional technical expertise and strong collaboration between multiple stakeholders.

The Challenge

Developing a hydro electric project of this scale across two countries presented unique challenges. The project demanded a robust design, accurate risk assessment and financial viability while ensuring environmental and social considerations were met. The Zambezi River Authority needed a trusted partner to provide comprehensive advisory services covering technical, financial and legal aspects.

Our Role

Tata Consulting Engineers worked alongside Ernst and Young Advisory Services and Webber Wentzel to support the Zambezi River Authority. Our responsibilities included:

  • Reviewing feasibility studies and options assessments to validate technical soundness
  • Identifying risks related to hydrology, geology and geotechnical conditions during construction and operation
  • Preparing a detailed technical risk matrix with mitigation strategies and clear allocation of responsibilities
  • Assessing cost estimates and implementation schedules to support financial modelling
  • Providing engineering inputs for equity solicitation and transaction structuring

Innovative Solutions

Our team introduced design improvements that enhanced efficiency and reduced costs. We recommended increasing the capacity of turbine generator units, reducing the number of units from six to four in each powerhouse. We also proposed layout changes such as a saddle spillway and surface powerhouse design to minimise scouring of the plunge pool and shorten the construction timeline. These measures are expected to deliver an additional benefit of about 120 million US dollars through early commissioning.
